He was predeceased by : his parents, Neil Palmer Sr. and Mildred White Nelsen. He is survived by : his wife Diane Parks Nelsen of Chemung; his stepson Andy Russo of Chemung; his stepgrandson Lincoln Russo of Chemung; and his siblings, Neil Nelsen (Kathleen) of Canton, PA and Sandra Williams (Bob) of Vestal. He is also survived by several nieces and nephews.
