He was predeceased by: his parents, William J. Howard and Mary Jean Dailey Howard; his wife Sally Bouffiou Howard; and his brother Thomas Howard. He is survived by: his sons, Richard L. Howard Jr. (Janice) of Waterloo and Jason R. Howard (Stephanie) of Waterloo; his brother Jack Howard; his sister-in-law Suzanne Howard; his grandchildren, Darnae Bush (Tim), Bradley Howard (Amber), Nick Howard and Brian Howard (Marina); and his great grandchildren, Vivian Howard and Carsen Bush. He is also survived by several nieces and nephews.

Visitation will be held on Saturday, June 14th 2025 from 11:00 AM to 1:00 PM at the DeVaney-Bennett Funeral Home (181 N Main St, Geneva, NY 14456). A celebration of life will be held on Saturday, June 14th 2025 at 1:00 PM at the same location.
