“To Delores and family: I am sorry to hear about the passing of your husband and father. I worked with Rick, while he was the Director of Weights and Measures for Broome County. I was employed by the New York State, Department of Weights and Measures. I spent many days during his span as Director. I named him RH positive, because of his attitude. We would have many conversations over the years from his job at Fowlers Store in Binghamton to his Broome County employment. He was loyal friend.”
