It is with great sadness that we announce the death of Francis F. Baxter of Lisbon, New York, who passed away on August 19, 2025, at the age of 84, leaving to mourn family and friends. Family and friends are welcome to leave their condolences on this memorial page and share them with the family.
He was predeceased by: his siblings, Betty L. Richards, Mildred L. Baxter, Eleanor J. Jeanette, Clara M. Baxter Shanahan, Donald H., William G. and Cyril E. Baxter; and his parents, Howard Baxter and Greta Baxter (Finley).
He is survived by: his close friend Linda Dilcox of Lisbon; his children, Fred Baxter (Carol) of Lisbon, Tammy Kelly (John) of Phoenix, NY, Penny Covert of Hopkinton, Brent Brenno (Jessie) of Ogdensburg and Dane Brenno (Rebecca) of Lisbon; and his siblings, Phyllis Baxter of Liverpool, NY, Charles Baxter of Constantia, NY, Ann Smith (Mark) of Fulton, NY and Edward Baxter (Terry) of Canton, NY. He is also survived by 7 grandchildren and 9 great grandchildren; and several nieces and nephews.
