He was predeceased by : his parents, Valentine F. Waters and Marion E. Waters (Smith); his wife Dorothy E. Waters; his son Kim "Muddy" Waters; his siblings, Dorothy Strickland (Ivan), Virginia Carpenter (Charles), Lois Deyarmin (Richard), Joyce Oliver (Ernest), Ione DiMarino (Fred), Beverly Quackenbush, Norman Waters, Lawrence Waters, Raymond Waters (Audrey), Valentine "Buddy" Waters and Gary Waters; and his brother-in-law Robert Elmer.

He is survived by : his children, Sandra Diehl (Michael), Penny Stallcup (Steven), Donald Waters (MaryAnn), Angela Frasier (Timothy) and David Waters (Rhonda); his daughter-in-law Barbara Waters; his sister Marion Elmer; and his sister-in-law Nancy Waters. He is also survived by 19 grandchildren; 39 great-grandchildren; 3 great-great-grandchildren.

In lieu of flowers, memorial donations may be made to the Crusaders Motorcycle Club, 3312 Culvert Rd., Medina, NY 14103.
