He is survived by: his parents, Paul Phelan and Josephine Phelan (Corley) of Monroe, NY; and his siblings, Christine Phelan of New York, NY and Peter Phelan of Boston, MA.. He is also survived by his aunts, uncles, and cousins.

Visitation was held on Saturday, September 20th 2025 from 3:00 PM to 6:00 PM at the Smith, Seaman & Quackenbush, Inc. Funeral Home (117 Maple Ave, Monroe, NY 10950).
