He was predeceased by: his parents, Herbert Baxter and Ettabelle Baxter (Wilson); and his daughter Jennifer Claire Baxter. He is survived by: his children, Charles Baxter Jr., Stephen Baxter and Stephanie Mordell (David); his grandchildren, Jayden and Lilah Mordell; and his brother Richard Baxter (Judy). He is also survived by his family, friends and neighbors.
