He was predeceased by: his parents, Samuel Howard and Helena O'Brien Howard; his wife Barbara Ann Howard; and his siblings, Joan Trudeau and William Howard.
He is survived by: his sons, James R. Howard II (Julie Jerdo) of Ogdensburg, Mark Howard (Deborah) of North Syracuse and Michael Howard (Su-Ann) of Minetto; his sister Eileen Behrens of North Carolina; his grandchildren, James Howard III (Rachel), Katie Bottari (Jerry), Kimbery Pacific, Chrissy Bell (Mark), Michael Howard Jr. (Carla), Brittany Shatell (Bob) and Matthew Howard; and his friend Kate Johnson. He is also survived by 14 great grandchildren, several nieces and nephews.
