He was predeceased by: his parents, Forrest Rugg and Gladys Rugg (Love); and his sisters, Judy Newell, Diane, Elizabeth and Mary.
He is survived by: his siblings, Carol Benfield (Grady) of Wisconsin, Sharon Hullings of Bath, David Webster of Florida, Deborah Wood of Penn Yan, Robin Derr (Randy) of South Carolina, Kim Simpson (Richard) of Penn Yan, Bonnie Rugg of Wisconsin and Robert Rugg (Sheri) of Wisconsin; and his brother-in-law Larry Newell of Penn Yan. He is also survived by several nieces and nephews.
