She was predeceased by: her parents, Hosea Burgans and Maddie Burgans (Reeves); and her husband James Waters. She is survived by: her children, Michael Waters (Sandy) of Ripley, NY, Alan Waters (Prudence) of Ripley, NY and Ruth Ellen Budke (Thomas) of Batavia, IL. She is also survived by grandchildren; great-grandchildren; and a great-great-grandson.
