With heavy hearts, we announce the death of Cecil O. Palmer of Rush, New York, who passed away on July 16, 2022. Family and friends are welcome to leave their condolences on this memorial page and share them with the family.
He was predeceased by: his parents, James V. Palmer and Juanita Carswell; his stepfather Louis Carswell; his grandparents, Oscar J and Sarah Curry; and his sister MaryAnn Gahring.
He is survived by: his wife Laura Palmer (Engle); his children, Laura Lee Sparceno (Larry), David (Meg) and Dennis; his grandchildren, Samantha and Brendan; and his siblings, Carolyn Terwilliger, Rita Terwilliger (Daniel) and Ronald Carswell (Sandy). He is also survived by many nieces and nephews.
