He was predeceased by: his parents, Gerald Carter and Madeline Carter (Rethman). He is survived by: his wife Pamela Carter; his daughters, Shannon Fernett and Sarah Locke (William); his stepchildren, Allen Williams III (Elizabeth), Brandon Williams and Heather Williams; his siblings, Jimmy Carter (Sherri) and Eilleen Dingman (Mike); and his siblings-in-law, William Keenan, Gregory Keenan, Cheryl Stepaniuk, Gail Keenan, Kelly Tria and Heather Wright.
A celebration of life will be held on Saturday, December 27th 2025 at 1:00 PM at the Gansevoort Volunteer Fire Department (1870 Rte 32N, Wilton, NY).
