He was predeceased by : his parents, Albert Palmer and Anna DeAngelo Palmer; his son Timothy Tuttle; and his brother Robert Palmer. He is survived by : his wife Jo; his children, Richard A. Palmer (Deborah), David Tuttle, Perry Tuttle (Ann), James Tuttle, Cynthia Race (James), Jill Hackett (Robert) and Brenda Morris (Stanley 'Chip'); and his sister-in-law Marie Palmer. He is also survived by 15 grandchildren, 18 great-grandchildren, and 3 great-great-grandchildren.

A funeral Mass was held on Tuesday, April 23rd 2024 at 12:30 PM at the St. Luke's Roman Catholic Church (1241 State St, Schenectady, NY 12304). A burial was held on Tuesday, April 23rd 2024 at 611 Duanesburg Rd, Schenectady, NY 12307.
