He was predeceased by: his wife Laura Toia (Giannini); his parents, Salvatore Toia and Ninfa Toia (Ferrara); and his siblings, Phillip Toia and Mary Hundshamer.

He is survived by: his children, Frank Toia, Jr. (Gloria) of Cicero, Jacqueline Toia-Galibois (Joe) of Bedford, NH and Pamela Budzielek of Syracuse; his grandchildren, Chloe Budzielek (Richard), Ashley Toia-Shanks (Sanders), Joseph Galibois (Erica), Matthew Toia and Alexander Budzielek; his great grandchildren, Laura Margino and Juniper Galibois; his sister-in-law Tosca Perioli (Ida Bitetti); and his godson Joseph.
