He was predeceased by: his son Howard G. Phillips Jr.. He is survived by: his wife Patricia A. Phillips (Parker); his sons, Brian, Keith (Jessica) and Jeffery Phillips; and his brothers, Carl, Bruce (Cindy) and Edward Phillips. He is also survived by his nine grandchildren, several nieces, nephews, and dear friends.

Visitation was held on Wednesday, August 26th 2026 from 5:00 PM to 7:00 PM at the Carter Funeral Home, Inc. (1604 Grant Blvd, Syracuse, NY 13208). A funeral service was held on Wednesday, August 26th 2026 at 7:00 PM at the same location.
