He is survived by: his wife Evelyn; and his children, William (Jeanne Minor), LeRoy Billins II (Grant), Shoshoni Phillips (Gineh Billins), Shean Vann (David), Tammy Rothstein (Lisa) and Randall Hogans (Kevin Rothstein). He is also survived by 12 grandchildren; 9 great-grandchildren; nine siblings; and a slew of nieces, nephews, great-nieces, great-nephews, cousins, and dear friends.
