He is survived by: his parents, Robert Rice and Doreen Rice; his wife Deborah Rose; his sons, Casey Rice and Rob Rose; his daughter-in-law Katie Rose; his brother Bill; his sister-in-law Pam Rice; his nieces, Sammy and Maddy Rice; his stepmother Vera Rice; and his stepsister Gianna Hughes. He is also survived by aunts, uncles, and cousins.
Visitation will be held on Sunday, November 1st 2026 from 2:00 PM to 4:00 PM at the Friedel, Williams & Edmunds Funeral and Cremation Services (13 Oxford Rd, New Hartford, NY 13413). A celebration of life will be held on Sunday, November 1st 2026 at 5:00 PM at the same location. His time with the DOT included managing snow and ice operations on the state highways, designing, developing, and overseeing the construction of key infrastructure, and even establishing temporary hospitals in New York City during the COVID-19 pandemic.
