He was predeceased by: his parents, Mary Phibbs (Butler) and Thomas F. Phibbs Sr.; his wife Mary Phibbs (Wait); his sister Maureen Kosko; and his brothers-in-law, Joseph Kosko, Leon (Anne), John (Marjorie) and Bernard Wait (Edith Lovell).
He is survived by: his children, Kathryn Andrews (Marty) of Averill Park, Thomas Phibbs (Colleen) of Troy and Karen Ferritto (Jim) of Largo, FL.; his grandchildren, Thomas Phibbs (Lauren), Ryan Phibbs (Kathryn Pawlak), Samantha Patch (Eric) and Tyler Andrews (Kendra); his great grandchildren, Jovie Andrews, Shepard, Iris and Maren Phibbs; his stepgrandchildren, Carl Ferritto, Jacqueline Ashley and Jaime Lynn Ferritto; his brother Jay Phibbs (Clara); and his sister-in-law Edith Lovell (Wait). He is also survived by many nieces and nephews.
