He was predeceased by: his parents, Walter Jenkins Taylor and Eva Riggins; his daughter Celestina; and his sisters, Thelma Taylor and Shirley Riggins.

He is survived by: his wife Joyce Riggins (Kelly); and his children, Andrea Riggins-Rice and Kelly Walter Riggins. He is also survived by eight grandchildren; and one great-grandson.
