She was predeceased by: her parents, Frank Hoover and Florence Hoover (Lystrom); and her siblings, Ralph, Frank Jr., James Hoover, Barbara Hoover, Evelyn Kellogg, Margaret McGraw, Eleanor Fagerstrom, Lucille Maille, Charlotte Burkhardt, Helen Hoover and Juanita Clapper.
She is survived by: her husband James Best; her children, Edward Best (Ruth), David Best, Barbara Dunn (Joe Cross), Bradley Best (Bobbie) and Carl Best (Kim); her grandchildren, Jackie Cardona (Victor), Craig Dunn (Melissa), Derek Best (Heather), Erin Rix (Jeff), Chris Best (Stacey), Melanie Iden (Ryan), Bradley Best (Nicole), Gregory Best (Marie) and Stephen Best (Ashley); and her siblings, Carl Hoover, Sr. (Marie), Joyce Hill and Judy Dodd (Dale). She is also survived by 18 great-grandchildren.
In lieu of flowers, memorials in Shirley's name can be made to Trinity Presbyterian Church 1342 W. Prospect Rd., Ashtabula, OH 44004.
