He was predeceased by: his parents, Clarence Webber Sr. and Lenette Phinney; and his son Gary Eugene Phinney. He is survived by: his daughters, Linda Graeter of Texas, Dee Smith of Conroe Texas, Peggy Veach (David Veach), June (Gary Merkey) and Sharon Peters of Houston Texas; and his siblings, Lynn Phinney and Richard (Mary Phinney). He is also survived by 12 grandchildren and many great grandchildren.
Visitation was held on Thursday, June 5th 2025 from 5:00 PM to 7:00 PM at the Leavitt Funeral Services and Crematory - Belpre (801 Victor St, Belpre, OH 45714). A funeral service will be held on Friday, June 6th 2025 at 12:00 PM at the Landmark Baptist Church (310 8th Ave, Parkersburg, WV 26101).
