He was predeceased by: his parents, Earl Ivan Powell and Leah Emaline Marshall (Buckley); his former wives, Judy Powell and Dorothy Thomas; his brothers, Jack and Robert Powell; and his stepson Omer Duncan.
He is survived by: his wife Peggy Powell of Belpre; his children, Robert Boling (Lisa) of Summerton, SC and Anita Powell (Aimee) of Marietta, OH; his stepsons, Jeff Briggs of Marietta and Charlie Duncan (Erica) of Vienna, WV; his sister Ruth Ann Flowers of Belpre; and his pet Daisy. He is also survived by 9 grandchildren and 6 great grandchildren.
