He was predeceased by: his parents, Boyd Lee and Ethel Baker Phipps; his sister Lois F.; his brother-in-law Ronnie Farley; his in-laws, Michael and Shirley Hoelscher; his stepgranddaughters, Jessica Springer and Rachael Springer; and his former wife Sandra Sue Presar Phipps.
He is survived by: his spouse Tonita J. Webb Springer; his great grandchildren, Isaiah and Megan; his sons, Greg Phipps (Stacy) of Wapakoneta and Jeff Phipps of Wapakoneta; his stepchildren, Clinton Springer (Cindy) of Celina and Amanda Loveless (Patrik) of Cuyahoga Falls; his grandchildren, Amanda Osgood, Dustin Phipps (Dawn) and Erin Springer (Joshua Edwards); and his stepgrandchildren, Natasha Springer, Joseph Springer (Kirsten Wietholter), Clinton Springer, Jr., Elijah White, Kimberly Loveless, Jennifer Bottorf, Christopher Bottorf and Cheyenne McKee (Cody).
