She was predeceased by: her parents, Frank Penwell and Irene Hampton Penwell; and her sister Carrie Cox. She is survived by: her children, Wendall "Pete" Oakes of Pinellas Park, FL, Sheila Ging (Larry) of Washington, CH and Rodney Oakes (Nanette) of Chillicothe; her grandchildren, Heather Edwards, Elizabeth Redman, Nikki Gallagher, Hillary Cox and Savannah Oakes; and her brother Frank Penwell (Julie) of Chillicothe. She is also survived by 8 great grandchildren, several nieces and nephews.
