Carter of Cincinnati, Ohio, born in Hamilton, Ohio, who passed away on May 14, 2023, at the age of 61, leaving to mourn family and friends. He was predeceased by: his parents, Frank Carter and Helen Carter; and his sister Chris Carter. He is survived by: his foster parents, Jim Spicer and Cindy Spicer (Mary Dole); and his children, Micheal Carter, Steven Carter, Kyle Carter, Stephanie Carter and Chelsey Carter. He is also survived by other family members and friends.
