He was predeceased by: his brother James Phelan; and his parents, William J. Phelan and Marcella M. Phelan. He is survived by: his wife Cathy J. Phelan; his children, Thomas Y. (Stephanie) of Indianapolis, Matthew J. Phelan (Candace) of Indianapolis and Kari L. Cafeo (Rick) of Alexandria, Virginia.; his grandchildren, Betty, Shyanne, Samuel, Elijah, Kyle and Kevin; and his siblings, Patrick Phelan of Dayton, Mary Fran Piepmeier of Glendale and Ann Denu of Dubois.
