He was predeceased by: his parents, Grover Waugh and Ruth Waugh; his wife Sally Sprouse Waugh; his siblings, Grover Lee Waugh, Paul Waugh, Edith Stapleton, Ruth Ann Criner and Katheleen Rose; his brother-in-law Tommy Cummons; and his close friend Vern Esposito.
He is survived by: his sons, Francis "Allen" Waugh, Jr. (Tricia Roush) of Crown City, Wayne Waugh (Donna) of Crown City and Tony Waugh (Lori) of Crown City; his grandchildren, Cindy Hatfield, Jarrod Waugh, Sarah Smith, Ashley Warner, Tiffany Marcum, Maria Thompson, Amanda Meadows, Hannah Waugh, Logan Waugh, Rebecca Waugh, Caleb Waugh and Brock Roush; his sisters, Alice Pinkerman and Geraldine Cummons; and his brothers-in-law, William Stapleton and Joe Rose. He is also survived by 21 great-grandchildren, many nieces, nephews, and friends.
