She was predeceased by: her parents, Edward Foley and Inez Mildred Foley; and her husband Martin W. "Homer" Carter. She is survived by: her sons, Randy Carter (Cyndy), Doug Carter (Jodi), James Carter (Heather) and Phil Carter (Melissa); her grandchildren, Robbie, Austin (Zach), Shane, Wesley, Tyler, Kayla, Gage, Codi, Blake (Madison), Brianna, Brooke and Noble; her siblings, John Foley (Shawn) and Beverly Phipps; and her aunt Pearlie. She is also survived by nieces, nephews, cousins, and friends.
