Debra Milligan Obituary

We bid farewell to Debra Milligan of Freeport, Ohio, whose journey of life gracefully concluded on November 25, 2025 at the age of 71. Debra touched countless lives with warmth and kindness, leaving behind cherished memories that will forever echo in hearts. She was loved and cherished by many people including: her husband Jeff Milligan; her mother Ann; her sisters, Pat Bouska, Kim Adkins (Franklin) and Annette Roth (Tim); her brother-in-law Tom Milligan (Nancy); her brothers, Rick and Teddy; and her parents-in-law, Rev Harry "Bud" and Lola Milligan. She was also cherished by many nieces, nephews, great nieces and great nephews.

Also in lieu of flowers, the family asked you to consider making a donation in her memory to the Rick Bear Memorial Fund, which supports the youth in Harrison County.
