He was predeceased by: his parents, William Bryan Biggers and Rebecca Ernestine Mogle; his stepfather Dean A. Mogle; his siblings, Donna Jean Graham and Dennis Ray Biggers; his former wife Carolyn Sue Biggers; and his granddaughter Madelyn Elizabeth Niemann.

He is survived by: his wife Vicki Tolin Biggers; his daughter Danielle Lynn Niemann (Mark); his stepchildren, Keith Tolin (Cassie), Kim Tolin (Alan Scott) and Kelley Davis (Mark); and his grandchildren, Joshua Lee Niemann, Emma Sue Niemann, Ethan, Zack, Tyler, Sadie, Shaunee, Harley, Whitney, Morgan and Chloe.

Visitation was held on Sunday, October 18th 2026 from 3:00 PM to 5:00 PM and on Monday, October 19th 2026 from 10:00 AM to 11:00 AM at the Logos Bible Church (623 Hill Rd N, Pickerington, OH 43147). A funeral service was held on Monday, October 19th 2026 at 11:00 AM at the same location. A burial was held on Monday, October 19th 2026 at the Pataskal Cemetery.
