He was predeceased by: his wife Judy Lee Phillips; his parents, Orville Phillips and Lula Phillips; and his siblings, Eugene Phillips, Earl Phillips, Wetzel Phillips, Orville Phillips and June Mayes.

He is survived by: his children, Kim Bryan (Greg), Lisa Birtcher and Stephen Phillips (Katie); his grandchildren, Shelby and Bailey Skaggs; his children, Austin, Blake Birtcher, EvaKate and Hudson Phillips; and his siblings, Paul Phillips (Diane) of Pomeroy and Florence Couchie of Middleport.
