He was predeceased by: his parents, Ralph H. Halsey and Omeda Halsey (Cook); his wife Elva Pearl Halsey (Grose); and his siblings, David Halsey and Margaret Phillips (Halsey).

He is survived by: his siblings, Edna Sieber (Halsey), Helen Vasquez (Halsey) and Sidney Halsey; and his children, Richard J. Halsey Jr. (Martha), Ralph J. Halsey (Kim), Rhonda J. (Halsey) and Jennings (Steve). He is also survived by seven grandchildren, eight great-grandchildren and three great-great-grandchildren.
