She was predeceased by: her parents, Vernon Oyer and Louise Money (Therkled); her former husband Larry Estep; her husband Charles Waters; her great grandchild Jacob Bolwing; and her siblings, Frankie Elliott and Jerry Michael Oyer.
She is survived by: her children, Tabbie Kayse of Sidney and Michael Waters of Jackson Center; her grandchildren, David Kayse, Dawn Thomilson and Destiny Black; her brother Jimmy Money (Mary Ann) of Urbana, OH; and her brother-in-law Robert "Gene" Elliott of Russells Point, OH. She is also survived by several nieces and nephews.
