He was predeceased by: his parents, Theodore Sowers and Sarah Shively Sowers; his wife Donna Sowers (Webb); his parents-in-law, Shelby Webb and Berlie Webb; his granddaughter Shelley Ousley Rowe; his great grandchild Reghan Sowers; and his siblings, Raymond, Eugene, Eldon, Harold Sowers, Ruth Henderson (Paul) and Louise Thurston.

He is survived by: his children, Vicki Ousley of Wellston, Shirley Stewart of Jackson and Mark Sowers (Tracey) of Jackson; his grandchildren, Amy Mullins, April Stewart, Jacenta Collins, Kristi Gibson (Frank), Timmy Sowers (Leslie), Brandi Searles (Brad), Cody Ray and Haley Butts (Coen); and his brother Harry Sowers (Judy). He is also survived by several great-grandchildren and many nieces, nephews, and friends.

In lieu of flowers, the family would appreciate contributions in Otis' memory be given to a favorite charity of one's choice.
