He was predeceased by: his sister Cynthia Phillips. He is survived by: his son Billy Phillips; his parents, Vicky Ray (Charles) and William Phillips (June); and his sister Rebecca Kisor.

In lieu of flowers, memorial donations may be made to the funeral home to help with expenses.
