He was predeceased by: his parents, Charles Mills and Lillian Fishwick Mills; his wife Agnes Stye Mills; his son George Palfrey; his siblings, Charles Mills and Mabel Giglio; and his grandson Dustin Palfrey.

He is survived by: his children, Michael Palfrey, Paul Mills, Barbara Mills Jenkins, Kasper Mills and Charles Mills. He is also survived by 9 Grandchildren; 10 Great Grandchildren and 1 Great Great Grand Child.
