She was predeceased by: her parents, Earl Carter and Marie Carter (McElhaney); her husband William R. "Bill" Bay; her siblings, Edith Dewitt, Pearl Anderson, Dorothy May Carter, Lucille Nelson, Mildred Benson, Lawrence Carter, Eugene Carter and Wayne Carter; and her stepdaughter Carol Bussert.

She is survived by: her sons, Gary Wertman (Joyce) of Circleville and Danny Bay (Tonya) of Lancaster; her stepdaughter Joyce Smith of Lancaster; her grandchildren, Hailee, Hunter, Nevaeh Bay, Tyler Wertman, Cassidy Wertman, Lisa Morris, Brad Bussert, Carey Jones, Jennifer Thomas, Jason Smith and Jeremy Smith; and her brother Darrell Ray Carter. She is also survived by numerous great-grandchildren.
