He was predeceased by: his parents, Robert R Ruff and Catherine Konkler Ruff; his siblings, Fred Ruff, Eugene Ruff, Earl Ruff, Vera Ruff, Rose Randolph and Joanne Taylor; and his stepgrandson Taylor Tupman.

He is survived by: his wife Phyllis C. Ruff of Lancaster; his children, Phillip Ruff (Stefanie) of Houston, TX and Lori Rosier of Lancaster; his grandchildren, Gabriel Ruff and Camille Ruff; his great grandchild Addison Tupman; and his siblings, Charles Leo Ruff (Shirley), Rita Linn and Mary Seals (Gary).
