He was predeceased by: his parents, Phyllis Jean Carter and Robert Carter. He is survived by: his wife Floretta Sue Carter; his daughter Jessica Carter; his siblings, Janet Marie Carter, Douglas Richard Carter (Colleen Carter), Donna Gayle Carter, Debra Carol Miller (Stan Miller), Susan Diane Burchell (Michael Burchell) and David Michael Carter (Denise Carter); and his siblings' children, Brittney Perkins, Douglas Carter and James Burchell.
