He is survived by: his wife Cindy Lee Hartley; his children, Terri Williams (Melvin), Janie Strain (Mick), Rob Byard, Anthony Hartley and Joseph Hartley; his grandchildren, Devyn, Maddie, Tharen, Malik, Lance, Brandon, Cedric, Tev'n, Nya, Norma Jean and Jude; his brothers, Steve Hartley and Michael Hartley; his mother-in-law Phyllis Ogden; his siblings-in-law, Becky Anderson (Bob) and Mark Ogden (Sue); and his pet Rooney. He is also survived by several nieces, nephews, and cousins.
Visitation was held on Saturday, September 12th 2026 from 9:00 AM to 11:00 AM at the First Christian Church (710 S Zane Hwy, Martins Ferry, OH 43935). A funeral service was held on Saturday, September 12th 2026 at 11:00 AM at the same location.
