He was predeceased by: his parents, Kenneth Harper and Rayna Harper (Frazer); his son Joel Harper; his grandson Dustin Sams; and his brother Ralph Harper.

He is survived by: his children, Charlie Harper, Charlene Ellinwood (Mark), Cathleen Burleson (Robert) and Jason Harper (May); his daughter-in-law Kim Harper; his siblings, Mike Juliano, Susan Harper and Scott Harper (Carlene); and his sisters-in-law, Lynne Harper and Sue Juliano. He is also survived by seven grandchildren; eight great-grandchildren.

Visitation will be held on Friday, November 6th 2026 from 2:00 PM to 7:00 PM and on Saturday, November 7th 2026 from 10:00 AM to 11:00 AM. A funeral service will be held on Saturday, November 7th 2026 at 11:00 AM at the Riley Creek United Methodist Church (7102 Rd M, Ottawa, OH 45875).
