He was predeceased by: his parents, Paul Jones Blackburn and Lois Oldham; his brother John Blackburn; and his grandson Paul Scott Blackburn. He is survived by: his wife Melissa Chappars; his children, Brian Blackburn (Karen), Scott Blackburn (Rachel), Julie Silcox, Angie Clark (Jim) and David Keeler (Alex); his grandchildren, Justin, Sidney, Sam, Sarah, Jacob, Abby, Aidan, Erica, Caleb, Clayton and Katie; his great grandchildren, Avery, Sawyer and Rowan; his sisters, Lois Pierce (Don) and Becky Belknap (Gene); and his sister-in-law Marie Blackburn.

In lieu of flowers, memorial donations can be made to Delaware County.
