He was predeceased by: his parents, Bill Kelley and Juanita McGuire; his son Richard Aaron Kelley; and his stepmother Gertrude Kelley. He is survived by: his wife Kathy Ann Kelley (West); his children, Lynzi Blagg (Tyler) of Kitts Hill, OH, Seth Kelley (Amy) of Ashland, KY and Matthew Kelley of South Point, OH; his stepbrother Bob Westholder of Covington, KY; his sisters, Sheila Ament of Summerville, SC, Cathy Nance of Columbus, OH and Anita Jo Douglas of Coal Grove, OH; and his grandchildren, Everly, Cayden, Hannah, Haydan, Alivia, Jordan, Mia, Emilia, Sidney and Brendan.
Visitation was held on Monday, September 29th 2025 from 4:00 PM to 6:00 PM at the Phillips Funeral Home (1004 S 7th St, Ironton, OH 45638). A funeral service was held on Monday, September 29th 2025 at 6:00 PM at the same location.
