He was predeceased by: his parents, Isaiah L. Winters and Elizabeth M. Winters (Kline); his brother Blake Winters; and his brother-in-law Ralph Evans. He is survived by: his wife Rebecca "Becky" Ann (Jackson); his children, Matthew Winters (Cierra) of Odenton, Amy (Matt) of Rockford and Pamela Robbins (Brian) of Piqua, Ohio; his grandchildren, Trinity Jones (Branden), Colin Winters (Melinda), Emily Jackson, Kirk Robbins, Ashley Jackson and Julianne Robbins; his great grandchildren, Leona and Nicholas; and his sister Patricia Evans of Florida. He is also survived by numerous nieces, nephews, other relatives and friends.
In lieu of flowers, memorial contributions may be made to Tunnel to Towers Foundation, or to Samaritan's Purse.
