He was predeceased by: his parents, Cecil Scaggs and Ena Pearl Scaggs (Ratliff); his wife Barbara Lou Scaggs (Perry); his grandson Chandler Ryan Day; and his siblings, Ivan Scaggs and Ella Jane List.
He is survived by: his children, Denise Germann (Jerry) of Aberdeen, Maribeth Koewler (Donnie) of Ripley, Ohio and James E. Scaggs (Jill) of Maysville, Kentucky; his grandchildren, Jeremy Germann, Ashley Scaggs Crank (Scott), Kayla Germann Gural (Jason), Jamie Scaggs, Travis Scaggs, Steven Scaggs (Emily), Taylour Day and McKenna Smith (Andrew); and his great grandchildren, Wyatt Germann, Danielle Cyan Allgeier, Gage Crank, Alexander Gural, Ellie Mullins and Charlotte "Charlee" Smith.
Visitation was held on Wednesday, November 5th 2025 from 5:00 PM to 7:00 PM at the Cahall Funeral Home (1011 S 2nd St, Ripley, OH 45167). A funeral service was held on Thursday, November 6th 2025 at 11:00 AM at the same location.
