She was predeceased by: her parents, George Edward and Alice Roosevelt Welch (Lee); her husband William Philip Carter, Sr.; and her brother George "Abe" Welch. She is survived by: her children, William P. Carter Jr. (Carol) of Springfield, Ann L. Carter-Obayuwana (Alphonsus) of Perrysburg, Ohio, Frederick G. Carter (Audria) of Valencia, California, Michael E. Shabazz (Brenda) of Gary, Indiana, Catherine A. Carter of Mason, Ohio and Donald J. Carter (Simone) of Springfield. She is also survived by 22 grandchildren; 30 great grandchildren; 3 great-great grandchildren; and many nieces, nephews, cousins, and special friends.
Visitation will be held on Sunday, December 14th 2025 from 2:00 PM to 5:00 PM at the Littleton & Rue Funeral Home and Crematory (830 N Limestone St, Springfield, OH 45503). A celebration of life will be held on Monday, December 15th 2025 at 8:30 AM at the same location. A funeral service will be held on Monday, December 15th 2025 at 11:00 AM at the St. Bernard Catholic Church (800 Lagonda Ave, Springfield, OH 45503).
