Franklin leaves behind cherished memories for friends, family, and all who had the privilege of knowing him. Franklin’s life was marked by connections and experiences that touched those around him. Though he is no longer with us, the moments shared, the laughter, and the support he offered will continue to resonate. All who knew Franklin will carry forward his memory in their hearts.
He was predeceased by: his parents, Earle Rower and Fern Rower. He is survived by: his wife Martha (Campbell); his children, David (Phyllis), Steven (Gail), James (Judi) and Cathy (Rick); and his half-brothers, Frank (Michaele) and Richard. He is also survived by 10 grandchildren, and 17 great grandchildren.
A memorial service was held on Thursday, September 3rd 2026 from 10:30 AM to 12:00 PM at the Our Mother of Confidence Catholic Parish (3131 Governor Dr, San Diego, CA 92122).
