He was predeceased by: his parents, Merida Skaggs and Kathryn Brooks Brugh; and his father-in-law Fred Johnson. He is survived by: his wife Debbie Skaggs (Johnson); his children, Breana Skaggs Owens and David Grimes (Samantha); his grandchildren, Kayden Iddings (Javin), Marleigh Grimes and Lane Grimes; his siblings, Phillip Skaggs Sr., Debbie Kizer (Chuck), Rhonda Sizemore (Chip) and Kim Hackley (Gary); and his mother-in-law Bonnie Mattox. He is also survived by eight nieces and nephews.
Visitation will be held on Saturday, October 10th 2026 at 10:00 AM at the Vernon Funeral Home (235 Miami St, Urbana, OH 43078). A celebration of life will be held on Saturday, October 10th 2026 at 11:00 AM at the same location.
In lieu of flowers, memorial contributions may be made to the funeral home in care of the family.
