He was predeceased by: his parents, Frank Bellay and Genevieve Bellay (Hreckrowski); his wife Diana Bellay (Yocum); and his siblings-in-law, Ralph "Tom" Yocum (Richard Caraway) and Doris Caraway.
He is survived by: his brother James Bellay (Lisa) of Coquille, OR; his siblings-in-law, Irene Yocum of Howland and Les Youcum (Sandra) of Arizona; his sibling's children, Chad Bellay (Sara), Jim Bellay (Tammy) and Tammy Pauley (Ken); and his great-nieces and great-nephews, Jacob, Trevor Bellay, Jenna, Mckenzie Bellay and Ashlee Pauley.
