She was predeceased by: her parents, Frank Skraba and Joann Skraba (Wilson); and her sister Janet Starling. She is survived by: her husband Benjamin M. Bullen; her children, Jessica Degroff (Nicholas) and Michael Bullen; her sister Joy Green (Dale); and her grandsons, Lincoln and Harrison Degroff.

The family requests that in lieu of flowers, donations in Joyce's name be made to Second Harvest Food Bank, or other local charity.
